Nightclub Fires: 2013 and 1970 (with reflections by Guy Debord)
'Sixteen people will face criminal charges in connection with a deadly fire at a Brazil nightclub in January. More than 240 people were killed when insulation foam caught fire and spread toxic fumes through the packed venue in the southern town of Santa Maria. Police said the blaze started when the singer of a band held a firework close to the ceiling, which then caught fire. The singer, the band's producer, the club's owners, and fire officials will be charged with negligent homicide. A police report published on Friday said dozens of eyewitnesses reported seeing the singer on stage holding the firework which triggered the blaze. Attempts by the singer and a security guard to extinguish the fire failed when the extinguisher they used did not work, the witnesses described.
Many said that the security guards at the Kiss nightclub at first tried to stop people from leaving the club. The fact that the club only had one door was described by the investigators compiling the report as a "grotesque safety failure". Escape routes and lighting in the club were also found to be inadequate. The club was found to be overcrowded. Eyewitnesses reporting more than 1,000 revellers packed into the venue, which had a licence for fewer than 800. All of the 241 victims were found to have died of asphyxiation as toxic fumes from the insulation foam quickly spread through the club. Police believe that five of those killed were people who had gone into the club to try to rescue others. More than 600 people were injured' (BBC News, 22 March 2013).

'A fire at a nightclub in France has killed 142 people, most of them teenagers. The club, a mile from the town of St Laurent du Pont, near Grenoble, was packed with revellers when the fire started at around 0145 local time (0045 GMT). A fire department spokesman said the partly-wooden building "went up like a box of matches" and the victims perished within 10 minutes. Many of the interior fittings, including the ceiling, were flammable, the spokesman said, but many people might have escaped from the Club Cinq-Sept had emergency exits not been blocked. Firefighters found bodies piled five deep around the exits which had been padlocked and barred with planks to keep out gatecrashers.
It is believed some dancers were trampled to death in a stampede as people rushed to get out of the dance hall through the main entrance. Only 60 of the 180 people in the building are believed to have escaped - many of them are in hospital with up to 90% burns. Herve Bozonnet, who got out virtually unscathed, said: "It was ghastly. People on the dance floor were engulfed by burning plastic from the ceiling." Another survivor, 17-year-old Dominique Guette, said: "We tried to break down emergency exits but it was impossible." 'The instantaneous incineration of the dance club in Saint-Laurent-du-Pont, in which 146 people were burned alive on 1 November 1970, certainly aroused strong emotions in France, but the very nature of these emotions has been poorly analyzed, then and now, by many commentators. Of course, the incompetence of the authorities concerning security instruction has been revealed: these instructions are well conceived and minutely spelled out, but making them respected is quite another matter because, effectively applied, they more or less seriously interfere with the realization of profits, that is to say, the exclusive goal of capitalist enterprises in both their places of production and the diverse factories in which diversions are distributed or consumed. The dangerous character of modern [building] materials and the propensity for horrible decor to become the decor of horror have already been noted: "One knows that the polyester ceilings, the use of plastic covering on the walls and the inflatable seats burned like straw and cut off the retreat of the dancers, who were surprised in their race against death" (Le Figaro, 2 November 1970).
.... many people have been sensitive to the particular horror of exit denied to all those who flee, already on fire or close to it, by a barrier specially created to only open towards the interior and to close again after the passage of each individual: it is a question of avoiding the situation in which someone might enter without paying. The slogan on the signs carried by the parents of the victims a month later - "They paid to enter, they should have been able to leave" - seems to be obvious in human terms, but it is fitting to not forget that this is not obvious from the point of view of political economy, and the difference between these two projects is only and simply knowing which one will be the strongest. Indeed, to enter and to paid is the absolute necessity of the market system; this is the only necessity that it wants and the only one that preoccupies it. To enter without paying is to put the market system to death. To enjoy oneself (or not) on the inside of the air-conditioned trap, to possibly leave it - all this has no importance for it, nor even any reality. At Saint-Laurent-du-Pont, the insecurity of the people was only the slightly undesirable by-product - the nearly negligible cost - of the security of the commodity...'

Turner Prize 2012: Sub-Cultural Traces
Leaving aside my bias, I do think her film 'Woolworths Choir of 1979' is the most powerful work in this year's Turner Prize exhibition at Tate Britain in London. It cuts together three sets of images, drawn from Church architecture, 1960s/1970s female music performance and most poignantly a fire at Manchester Woolworths in 1979 in which ten people died. The film both utilises a didactic public information style of address, and critiques it by refusing to tell people what to make of the connection between these three themes. The threads include the notion of the 'choir', the name for part of a church as well as a group of singers/dancers or chorus; and the common hand gestures of humans in disparate situations, the 'conspicuous twist of the wrist' shared by dancers and a desperate wave from a burning building.
The use of a real tragedy in this way is controversial, but the film's rescue from the archives of a chorus of voices from the time restores this tragedy to the public memory from which it has largely faded. It also calls into question how our familiar visual shorthand for historical periods (the kind of 1960s and 70s fashion, haircuts, and music used elsewhere in the film) excludes these kinds of less cosy and familiar events.
Liz was a founder member of 1980s band Talulah Gosh (as well as later performing as one half of The Carousel), and with that knowledge in mind you can't help but noticing some of the continuities - in particular the appreciation for girl groups. The Shangri-Las 'Out on the Streets' features prominently in the (pleasingly loud for a gallery) soundtrack to the film.
One of the interesting things about all four of this year's finalists is their links to sub-cultures/counter-cultures beyond the art world, either in their personal biographies or as reference points in their work. Well to start with there's Liz Price's indie-pop thing (and as mentioned here, even before she went to art school she was hand printing tickets for a 1985 Luton punk gig benefit for the local Unemployed Workers Centre with bands including Karma Sutra, Party Girls and Click Click - I helped out with that gig too, wish I'd kept the ticket!).
Paul Noble was involved in the 1990s Claremont Road/Leytonstone road protest against the M11. According to Josephine Berry Slater & Anthony Iles, 'Paul Noble who had been involved early on in the campaign began to fix home-made blue plaques onto derelict houses in the path of the road (a trick later copied by Gavin Turk to egotistical ends). The inscription on the plaques read: Our Heritage: This House was Once a Home'. Is it too fanciful to see in Noble's drawings of a fantasy city-scape some echo of the alternative urbanism of Claremont Road?

Luke Fowler's film about radical psychiatrist R.D. Laing (pictured below), All Divided Selves, can't help but feature lots of interesting archive footage from key 1960s/1970s counter-culture moments linked to Laing such as The Dialectics of Liberation 1967 conference at the Roundhouse, the London Street Commune and The Anti-University of London.

100+ dead in Russian nightclub fire
'At least 101 people have died following an explosion at a nightclub in the Russian city of Perm, 1,400km (870 miles) east of Moscow. Officials said fireworks caused the blast and that most victims had died from smoke inhalation. More than 140 people were reported injured in the accident, which happened at 2315 local time (1815 GMT). The Lame Horse nightclub had been celebrating its eighth anniversary, emergency services said'.

Mawazine Festival Stampede
Tragedy last weekend (23 May) at a festival in Morocco (full story at BBC News):
'At least 11 people have been killed in the Moroccan capital Rabat, following a stampede at a world music concert. Some 40 were injured when a wire fence collapsed at the Mawazine festival. The incident happened on Saturday night, when some 70,000 spectators were packed into the Hay Nahda stadium to see Moroccan singer Abdelaziz Stati. The nine-day-long event has featured such international stars as Kylie Minogue, Algerian rai singer Khaled, Alicia Keys and Stevie Wonder...
The festival was drawing to a close when the stampede occurred. Shortly after midnight on Sunday morning, thousands of spectators hurried to leave and a wire fence toppled over. According to police, five women, four men and two children died in the ensuing crush.
Governor of Rabat Hassan Lamrani blamed the stampede on an attempt by some concert goers to rush out of the stadium by jumping security fences. "At the end of the concert and despite the existence of seven gates, a group of citizens decided to go over the metal barriers to have a quick exit," Mr Lamrani said. But one of the dozens of concert-goers injured in the crush told Reuters news agency police were partly responsible for the incident. "The doors were closed by the police and we were forced to leave the stadium from some places not destined for this purpose. The police did not intervene".'
Simon Broughton at Songlines was at the festival, and puts across a positive perspective:'...Most of the concerts are free. I was just there for the last four days of the nine-day festival, but it has a line-up unmatched by few festivals anywhere in the world. International artists included Kylie Minogue (no thanks), Sergio Mendes, Solomon Burke, Alicia Keys and Stevie Wonder; world music artists included Fanfare Ciocarlia, Amadou & Mariam, Khaled, Eliades Ochoa, Ska Cubano, Faiz Ali Faiz, Buika, Ojos de Brujo, Alim Qasimov and more It was predictably the Moroccan performers that attracted some of the biggest crowds – the most extraordinary I saw was female chaabi singer Daoudia who played a violin Arabic style, propped on her knee, and sang songs, with a back-line of men on frame drums, that drove her audience into a frenzy. It was these Moroccan gigs that elicited the wildest reaction in the crowds too, and on the final night, Stati’s concert was relocated from the centre of town to the Hay Nahda football stadium bcause of the huge crowds he was expected to draw. Despite the shadow of the tragedy, my overwhelming memory of Mawazine is of thousands of people enjoying music of every kind'

Hillsborough 1989
Hillsborough has now become yet another placename to add to those that make up the by-now voluminous gazeteer of wasted human lives. Already there has been talk of "learning the lessons of Hillsborough"; but if the lessons of Bradford, Heysel, Manchester Airport and the Herald of Free Enterprise had been even half absorbed, this most cruel visitation might have been avoided.
What all these have in common is that they arose from the processing of people through time or space for the sake of experiences provided by the entertainment, holiday and sports industries; as such, they touch upon one of the central purposes of the economy in its most benign guise - that of leisure society. This, it turns out, is dedicated to the necessity of making as much money out of people as possible, in this instance, by making them pay - some, alas, with their lives for the privilege of standing for two hours in what are nothing more than overcrowded cages.
Because these experiences are associated with pleasure, it is easy to disregard the dangers, whether these are the use of unsuitable material in the manufacture of aircraft seats, insecure and overloaded ferry boats, or football grounds that prove to be deathtraps. It is only when things go wrong that some deep insight is granted us into the true value placed on human life by the purveyors of entertainment, escape and fun to the people.
"We were like animals in a zoo," said one man afterwards. It was a zoo in which the watchers were primarily electronic: the cameras of the media, the police videos and computers, represent a vast investment in the paraphernalia of surveillance, which could monitor every anguished moment, but do absolutely nothing to help. What a contrast this prodigious outlay of money presents with the absence of life-saving equipment. The doctors present testified that there were no defibrillators, and that the oxygen tents were without oxygen; but the presence of all the media hardware ensured that the spectacle of football was swiftly transformed into a spectacle of a quite different genre.
The carnage – how sad that the hyperbole of football writing becomes hideously appropriate – raises intently political issues. Those who insist upon referring to the incident as though it were an Act of God, a sort of natural tragedy, betray only their interest in concealment. The very public display of their humanitarian concern merely masks its absence in the more fundamental matter of preventing the gratuitous squandering of young lives.
Football is perhaps the only remaining experience in our social life where passion - and partisan passion at that - is engaged. Nothing could be further removed from the other characteristic crowd scenes in our society: the people shuffling through the shopping malls, for instance, are self-policing, introspectively concerned as they are upon the relationship between individual desire, money and the prize to be purchased; remote too from pop concerts, where the shared focus of cathartic emotion is funnelled on to a single person, and its expression is without conflict.
But football continues to reach something which neither of these possesses - the passion of locality, and of places once associated with something more than football teams. That Liverpool should have been connected twice with such unbearable events is perhaps not entirely by chance. For the great maritime city, with its decayed function rooted in an archaic Imperial and industrial past, sport now has to bear a freight of symbolism that it can scarcely contain.
The energies of partisan, mainly working-class male crowds remain, as they always have been, the object of great anxiety and suspicion to their betters. These energies are perceived as perhaps the last vestiges of the turbulence of the mob - unruly, defiant and unpredictable - in a society where all other public passions have been tamed.
The forces released by football provide a glimpse of collective power that has been successfully neutralised in the rich Western societies; a suggestion that such passion could possibly be harnessed to social and political endeavour rather than sublimated in sporting conflicts.
Apart from the sight of the inert young bodies stretched out in the sunlight, perhaps the most chilling images were those of the anguished faces pressed against wire fences. They looked as if they had been taken from the iconography of repression of authoritarian states, and they evoke something quite other than the idea of sport. They bore the tormented expression of those in prison camps; indeed, many spoke of "the terracing that had become a prison", the inevitability of disaster within those reinforced enclosures, where the grisly facts of the quantity of pressure they. were calculated to withstand was conveyed with scientific precision.
We can only guess at what unwanted and redundant human powers are being controlled in the use of all this apparatus of containment; what frustrated visions and cancelled dreams are being policed, what doomed alternative use of these energies is being fenced in, sifted through the mechanistic click of the turnstiles. What an irony is the Government's obsession with identity cards in this context, when it is precisely a sense of identity that so many are trying to reclaim in these conflicts between geographic entities that have become, physically, interchangeable. For what now differentiates Sheffield from Nottingham, Manchester from Liverpool, Bradford from Leeds, with their homogeneous housing estates, the sameness of their shopping centres, the identical service sector economy?
There remains also an old class prejudice in the treatment of those who must be systematically humiliated in the pursuit of their afternoon's pleasure. "We are treated like animals," some said afterwards; and in their words is an echo of how Government ministers had described them at the time of earlier disasters. The very idea of "fans" is a humbling social role, a diminishing and partial account of human beings.
Indeed, there could be no greater gulf than that created by the exaggerated adulation that the stars and heroes receive - the inflated transfer fees, the publicity, the column inches and admiring TV interviews - and the abasement and inferiorising of the fans, punters or consumers. The players are mythicised, whisked upwards into an empyrean of fame and celebrity, in which everything they do or say is reported, no matter how trivial; in the process they become remote from their votaries and followers, who are kept in their place as effectively as they once might have been through the mysteries of breeding or station. Part of the process of erecting the infamous steel barriers is connected with enforcing this separation: the pitch is inviolate, the fans must remain content with the wall poster, the autograph, the fantasy.
Already, the aftermath of these tragic disasters has taken on the aspect of a known ritual: the Prime Minister arrives, prayers are offered up, shrines are set up at the scene of the accident, and a fund is opened. It means that these inadmissable horrors have become part and parcel of our social life; they have become familiar. Once again, the real lessons are likely to be that the public enquiry will be a vast exercise in concealment of the true relationship of these unnecessary tragedies to the necessities of what are no longer amiable Saturday afternoon pastimes but are part of a remorseless machine for making money; how fitting that the advertising hoardings had to serve in place of absent stretchers.

Thailand: 61 die in nightclub fire (Guardian, 1 January 2009)
'The death toll from a fire at a Bangkok nightclub, packed with New Year's Eve revellers, has risen to least 61 with 200 people injured... The cause of last night's fire was unclear; some clubbers blamed it on fireworks while others said it had been caused by an electrical fault in the Santika club. Video footage of the disaster showed bloodied, bruised and burned victims being dragged out of the still burning, two-story club, or managing to run through the door or shattered windows. "We were all dancing and suddenly there was a big flame that came out of the front of the stage and everybody was running away," Oh Benjamas told Reuters. Another survivor told how the ceiling caved in, burying victims in the rubble...'
Maldives: Islamists spoil the party
'Disco organisers have blamed the ministry of Islamic affairs for the poor turnout at their New Year’s Eve events after the ministry asked police to ban all discos on the night... Ibrahim Manik, the organiser of a disco held at Dharubaaruge hall said many young people were afraid to attend the discos after it was announced that they were illegal and would be stopped by police... Although the discos were not banned on the night, organisers say they were continually disrupted by police officers inspecting the venues every hour. Security was tight all over the Male', with hundreds of police officers patrolling the streets, in particular in areas where discos were being held... A 26-year-old woman, who did not wish to be named, said she was very annoyed with the ministry’s decision.“I can’t believe it. I planned to go to a disco but changed my mind when the announcements were made saying they were cancelled,” she said. Likewise, Seni Naim, 18, said her friends were planning to go to a disco but decided against it after the ministry’s announcement' (Maldives News, 1 January 2009).
The ministry of Islamic affairs appealed to the Maldives Police Service on Wednesday to end to all the discos organised for New Year’s Eve celebrations. Police sergeant Ahmed Shiyam confirmed Dr Abdul Majeed Abdul Bari, the minister of Islamic affairs, had made an official request to the police commissioner, Ahmed Faseeh, for police to take action regarding this matter... Sheikh Mohamed Shaheem Ali Saeed, the state minister of Islamic affairs, said the ministry had formally requested the police stop the discos from taking place because they were contrary to Islam. He added the ministry had received complaints from the public. “We have received hundreds of complaints asking for a ban on the DJs,” he said. “So, the number of people who are against having DJs is greater than the number who wants them. Even a police official has informed us that they have also been receiving complaints.” he said. According to Shaheem, it is haram or forbidden in Islam for both sexes to dance together (Maldives News, 31 December 2008).

Disco Fires
Thirteen people have been detained in connection with a nightclub fire on Saturday that killed 43 people and injured 65. Wang Jing, owner of the club who could not be traced after the fire, surrendered to police Sunday afternoon. The general manager, deputy general manager, safety officer, technician and performers had been detained earlier.
Hundreds of people, most of them youths, had packed into the Wu Wang Club, popular as "King of the Dancers Club", in the city's Longgang district when the fire broke out around 11 pm. "We were watching a show and one of the performers lighted a firework, which rose to the ceiling that caught fire it spread rapidly across the hall," and turned into the worst fire tragedy in the southern city, a survivor surnamed Zheng said.
"Power supply to the hall was cut immediately, leaving the room in darkness, except for the light from the blaze I heard people shouting and crying everybody dashed for the only exit. I don't know how I managed to get out I felt like i was running on people's body but I couldn't see," the youth said. The nightclub, about 35 km from downtown, had a hall and 10 rooms that could hold 380 people. It was on the third floor of a second-hand goods' market, and could be accessed from the staircase only through a narrow passageway, about 10 m long (China Daily, 22 September 2008).
Sadly this is not unique, as a current trial in Argentina shows:
One of the biggest and most controversial trials in Argentine history has started in the capital, Buenos Aires. Fifteen people are accused of responsibility for a nightclub fire in December 2004 that killed 194 people, many of them youngsters... The 30th of December 2004 is a date etched firmly on Argentina's national consciousness. On that night, someone set off flares inside the Cromagnon nightclub, starting the huge fatal blaze, in which 1,500 people were also injured.
The images of the burnt bodies and choking survivors being dragged from the embers of the nightclub are as strong today as they were then.
In court, accused of responsibility for the tragedy, are the club's owner, members of the band the Callejeros who were playing that night, and policemen and local officials accused of taking bribes to overlook safety measures. The controversy surrounding the fire brought down the then Buenos Aires city government and led to tight security measures being imposed at venues across Argentina (BBC 19 August 2008)
At the time there were big demonstrations in Argentina:
Thousands have taken to the streets of the Argentine capital calling for the city's mayor to resign after a nightclub blaze... Some 5,000 people took part, many of them relatives and friends of the young people who died in the blaze. As night fell, they gathered outside the Cromagnon nightclub, destroyed when fire engulfed the building a week ago. The protesters demanded those who they believe are responsible, including the club's owner, be held to account...The club was reported to have been filled beyond its capacity and some of its emergency exits were said to have been locked (BBC, 7 January 2005).
I am reminded too of the December 2000 fire in in Luoyang, China in which 311 people died, and of the Stardust disco fire in Dublin in February 1981, in which 48 people died, prevented from fleeing the fire by locked fire exits and barred windows. Christy Moore wrote a song about this, They Never Came Home, which was banned in Ireland for libel. Moore's line 'Hundreds of children are injured and maimed, And all just because the fire exits were chained' is a reminder that while accidental fires will happen, it is security systems designed to maximise profit by restricting entry and exit that stop people escaping them.
